Image to PDF Converter
Convert JPG, PNG and WebP images to a PDF
About the Image to PDF Converter
Emailing a set of scanned pages, receipts, or product photos as a bunch of loose image files is awkward for the recipient. A single PDF is far easier to open, read and archive — and creating one does not require Word, Acrobat, or any installed software. The Image to PDF Converter assembles JPG, PNG and WebP files into a multi-page PDF entirely in your browser, with no files ever sent to a server.
The tool handles the common document-assembly scenarios: a freelancer scanning multiple receipts to submit in one PDF expense report, a designer compiling mockup screenshots into a presentation, or an individual photographing ID documents to email to a landlord. Upload as many images as you need, then drag them up or down in the list to set the page order before generating. A4 and US Letter page sizes are both available, and a Fit to Image option creates a page sized precisely to each image — handy when the images vary in size and you want no white borders. Margin options (None, Small, Large) let you add breathing room around each image, and the tool automatically picks portrait or landscape orientation based on whether the image is taller or wider than it is.
PDF generation uses the jsPDF library running entirely client-side. Images are encoded as base64 data URLs and embedded directly into the PDF — no server round-trip, no account, no file size cap imposed by an upload limit. The download appears instantly as a single .pdf file.
How to Use the Image to PDF Converter
- Upload your images by dropping them onto the zone or clicking to browse — JPG, PNG and WebP are accepted, multiple at a time.
- Use the ▲ ▼ arrows next to each image to reorder the pages, and ✕ to remove any you don't need.
- Choose a page size: A4, US Letter, or Fit to Image (page sized to match each individual image).
- Set a margin — None for edge-to-edge, Small for a comfortable border, or Large for a document-style look.
- Click Generate PDF to build and immediately download the multi-page document.
Why Use ToolForge’s Image to PDF Converter
- No file size cap from an upload limit — because no upload happens, you can include as many large images as your browser can handle.
- Reorderable page list before generation — unlike drag-to-upload tools that lock in the order images are selected, you can rearrange freely before committing.
- Automatic portrait/landscape orientation per page — the tool picks the orientation that wastes the least white space for each image, rather than forcing all pages to the same orientation.
- Free with no sign-up or watermark on the generated PDF.
Frequently Asked Questions
What is the difference between A4, Letter, and Fit to Image?
A4 (210×297 mm) and US Letter (216×279 mm) create uniformly sized pages regardless of image dimensions — the image is centered inside the page with your chosen margin. Fit to Image creates a page exactly as large as each image (in points, 1 px = 1 pt), so there are no white borders and every page may have a different size. Use Fit to Image for photo books or when the images vary widely in size.
Can I combine PNG, JPG and WebP images in the same PDF?
Yes. The tool accepts all three formats and can mix them within the same document — each image is converted to a base64 data URL and embedded on its own page regardless of format.
Is there a limit on how many images or how large they can be?
There is no hard cap built into the tool — the limit is your browser's available memory. Very large images (20+ megapixels each) or very many images (50+) may slow down generation on low-memory devices. If the browser tab becomes unresponsive, try splitting the job into two smaller PDFs.
Does this tool send my photos to a remote server?
No. jsPDF runs entirely in your browser and the images are read from local memory using FileReader. Nothing is transmitted; the finished PDF is generated in memory and offered as a local download.
